Because the transparent layer is "active," Saturn is actually pasted on to a floating selection. You can see this by selecting /Dialogs/Layers.
Use the Move tool again to position the Saturn image at the top of the new Shuttle image. Now click on the Anchor icon at the bottom of the /Dialogs/Layers to anchor Saturn to the New Layer.
